Draft 2014 Action Plan
The City of Albuquerque Family & Community Services Department, Community Development Division is anticipating receiving the following Entitlement funds from the Department of Housing and Urban Development (HUD) for the 2014 Program Year: $3,775,545.00 in Community Development Block Grant (CDBG) funds, $1,489,028.00 in HOME Investment Partnerships (HOME) funds, and $275,437.00 in Housing and Emergency Solutions Grant (HESG) funds. In the 2014 HUD Action Plan, the Division plans to allocate its 2014 Entitlement funds to the following Programs in the following amounts: Public Facility Program at $450,00.00 (CDBG); Affordable Housing Program at $1,902,221.00 (CDBG), $1,414,577.00 (HOME); Economic Development Program at $250,000.00 (CDBG); Public Service Program at $561,400.00 (CDBG), $4,000.00 (HESG); and the Homeless Intervention Program at $252,037.00 (HESG).

Quarterly Report Regulations Program Progress Report - Part B
According to the Administrative Requirements for Contracts Awarded under the City of Albuquerque, Section 6.3.4 Report on Project Activities, (a) as required by the Department, but no less than quarterly, contractors shall submit a summary report on progress toward meeting the measurable objectives included in the Work Plan on forms specified by the Department; (b) Performance reports must, at a minimum provide: [1] a comparison of actual accomplishments to objectives established for the period; [2] a narrative explanation of outreach activities used to increase services to the community conditions affecting contract performance. Problems, delays, or adverse conditions which have impaired the ability of the project to meet objectives if they were not met; why no activity is being reported and any pertinent information related to contract performance. The appropriate form to use is the Program Progress Report. Because this form is unique to each project, your Program Specialist will give it to you. If you need additional copies, please contact your Program Specialist. The agency must also submit the Program Progress Report - Part B form to report program progress in a narrative form.
Quarterly Report Regulations Client Characteristic Form
Administrative Requirements for Contracts Awarded under the City of Albuquerque, Section 6.3.5 Report on Client Characteristics. In conjunction with the report on Project Activities, where applicable, the contractor shall also submit a report on the unduplicated number of clients served through their project and on the characteristics of those clients in respect to gender, race/ethnicity, age, and family income; disability, and other data deemed necessary by the City to assist performance. The agency must also submit the Client Characteristic form. Administrative Requirements for Contracts Awarded under the City of Albuquerque Section 6.3.6 Board Approval. Project Progress Reports submitted by nonprofit agencies must be approved by the agency Board of Directors and signed by an authorized member of the Board who is not an employee. Reports submitted by a public agency must be reviewed and signed by an authorized official of that agency above the level of involvement.
Affordable Housing Needs Assessment
Chronic and severe poverty are major causes of homelessness in cities across the country. In Albuquerque, families and individuals cycle in and out of homelessness when they lose a job, become ill, or suffer from domestic violence, substance abuse, and other acute conditions.
2013-2017 Consolidated Plan and 2013 Action Plan
The Consolidated Plan establishes Albuquerque’s five-year strategy and investment plan for addressing housing and community development needs in the community. In addition to local resources, it allocates federal Community Development Block Grant (CDBG), Home Investment Partnerships (HOME) and Emergency Shelter Grant (ESG) funds. The plan meets requirements set by the U.S. Department of Housing and Urban Development (HUD). Chapter 5 is both the housing component of the Consolidated Plan and the City’s Workforce Housing Plan. It meets HUD requirements as well as requirements established in the Workforce Housing Opportunity Act enacted in 2006.

The Analysis of Impediments to Fair Housing Choice
The Analysis of Impediments to Fair Housing Choice (AI) identifies barriers to fair housing choice in Albuquerque and develops a plan to mitigate the impediments. According to HUD, impediments to fair housing choice are any actions, omissions, or decisions taken because of or that have the effect of restricting housing choices or the availability of housing because of race, color, religion, sex, disability, familial status or national origin. Impediments may also be violations of the Federal Fair Housing Act, which prohibits discrimination in housing.
