For the Provision of Behavioral Health Services
The purpose of this request for Proposals is to solicit innovative and effective proposals from qualified non-profit organizations interested in providing services for populations in need of Behavioral Health Services.
Behavioral health social service projects included in this Request for Proposals are: (1) School-Based Substance Abuse Outpatient Treatment Services for Middle School-Age Youth, (2) Outpatient Substance Abuse Treatment, Recovery Support Services and Case Management for Adolescent Substance Abusers and their Family Members, (3) Outpatient Substance Abuse Treatment, Recovery Services and Case Management for Chemically Dependent Adults, (4) Outreach Services for Homeless Populations with Suspected Mental Illness, and (5) Residential Recovery Program for Persons who are Homeless.
The City will accept submission of proposals to the Office of the City Clerk, City of Albuquerque, until 4:00 pm, March 2, 2010.

The purpose of this Request for Proposals is to solicit innovative and effective proposals from qualified non-profit organizations including governmental agencies interested in providing services for populations in need of Behavioral Health Services.
Behavioral health social service projects included in this Request for Proposals are: (1) Services to reduce the incidence of driving while intoxicated, (2) Families and Schools Together (FAST) services to children up to 12 years of age and their families, (3) Early intervention/prevention services for children and adolescents at risk of developing anti-social behaviors, and (4) Services that reduce short and long term developmental and behavioral problems related to the domestic violence they have witnessed.

The City Division of Behavioral Health is responsible for the development of a comprehensive behavioral health services system that includes substance abuse and mental health treatment services for low-income citizens of Albuquerque. The Division administers the following contracted services:

The Division of Behavioral Health contracts with the University of New Mexico to operate AMCI - the centralized point of entry for income eligible citizens of Albuquerque into the City’s substance abuse services system. Licensed counselors at AMCI provide substance abuse assessments for adults and adolescents, and case management services. Based on this assessment the counselor makes referrals for substance abuse treatment to the most appropriate provider in the City’s Substance Abuse Treatment Provider Network.
The Division of Behavioral Health contracts with approximately twenty substance abuse treatment providers that receive referrals from AMCI. The size and diversity of the treatment provider network ensure that persons in need of treatment services are matched to the most appropriate treatment provider for the best possible treatment outcomes.
A one year methamphetamine intensive outpatient treatment program with intensive case management which offers a daily structure of activities based on the Matrix Model (an evidenced-based treatment practice). The program offers group counseling, individual counseling, Life Skills Training, recreation opportunities, social interaction, social support, family education, relapse prevention, and early recovery counseling groups. A highly structured behavioral approach is used during early recovery to build and enhance positive behaviors to replace drug using behaviors.
Positive social support systems are created through family groups, recovery support groups, recreation, social involvement and reconnecting with community social services.
Admission Criteria:
The Division administers a school-based treatment program in one Albuquerque middle school. The grant also provides for community referrals of adolescents to AMCI for assessment and referral to outpatient treatment services.

The Division contracts with community-based agencies to provide substance abuse prevention and early intervention services for youth and their families in the metropolitan Albuquerque area.
The Assertive Community Treatment (ACT) program delivers comprehensive services to individuals who are diagnosed with severe mental illness and whose needs have not been well met by more traditional service delivery approaches in the community. The Behavioral Health Division has developed two ACT teams in Albuquerque. The contracts to operate these programs have been awarded to UNM Hospital and St. Martin’s Hospitality Center. Each program functions as a mobile, trans-disciplinary treatment team of mental health professionals with staff-shared caseloads that deliver the majority of its services in natural community settings.
The Division of Behavioral Health sponsors street outreach services to the homeless mentally ill through a contract with St. Martin’s Hospitality Center. The primary goal of the program is to facilitate access to housing, social services and behavioral health services for street individuals. The program coordinates with other behavioral health outreach providers, APD’s Crisis Intervention Team and the COAST team to work with this population.
The Division contracts with a community-based agency to provide an evidence-based program designed to reduce the incidence of driving while intoxicated (DWI) in the greater Albuquerque area.
Families and Schools Together is designed to reduce the risk factors associated with substance abuse and related problem behaviors for children up to 12 years of age and their parents. The 8-week FAST programs are held at multiple sites within the city of Albuquerque, through the Albuquerque Public School System. FAST program components include:
The Division contracts with a community-based program targeting children who have witnessed domestic violence to reduce short-term and long-term developmental and behavioral problems related to the violence that they have witnessed.
