What do the flags at the Model Boat Pond mean?

These seven flags are the symbols for T-I-N-G-L-E-Y. Nautical flags are used to communicate at sea when radio communciation is not available.
The T-I-N-G-L-E-Y flags hang on poles at Tingley Beach, where on breezy days they fly above the sails of model boats.
