A Few Tips from the ONC
Attaching Flyers, Posters, Etc. to Mail Receptacles
Recently our office received a phone call from the United States Postal Service (USPS) in regards to a few neighborhood associations located in Albuquerque placing flyers or newsletters on mail receptacles in their neighborhood boundaries.
With the permission of the USPS we are printing the following information that should be given to any of your “delivery persons” of neighborhood association newsletters or flyers.
According to the USPS website in the “Frequently Asked Questions” section - it states the following:
- “Can a flyer/envelope be put in someone else’s mailbox without being mailed? What if a stamp was placed on it?”
Postage must go through the Postal Service™ and be delivered for it to be valid postage and therefore acceptable in the mail receptacle. A flyer cannot be placed in a mailbox after putting a stamp on it unless the item was actually mailed.
- “No part of a mail receptacle may be used to deliver any matter not bearing postage, including items or matter placed upon, supported by, attached to, hung from, or inserted into a mail receptacle. Any mailable matter not bearing postage and found as described above is subject to the same postage as would be paid if it were carried by mail.” (Section 3.1.3 Use for Mail – DMM 508 Recipient Services).
The key to this statement is in the term “postage” which is defined as: payment for a delivery service that is affixed or imprinted to a mail piece, usually in the form of a postage stamp, permit imprint or meter impression.

Federal Communications Commission Do Not Call Registry
Want to reduce the number of unwanted phone calls to your home or cell phone? The FCC established a national Do-Not-Call Registry. Commercial telemarketers may not call you if your number is on the registry.
Customers may register their residential telephone number, including wireless numbers, on the national Do-Not-Call registry website or by calling 1-888-382-1222 (TTY 1-866-290-4236).
Annual Report / Meeting Report Information
If changes in contact names, address or phone numbers occur at any time BEFORE your next meeting, please give me a call so that I can send you a Change In Contact Form or send a letter by one of the officers of your association indicating the changes that should be done. Any changes in contacts, addresses, phone numbers or e-mail addresses must be done in writing or via an e-mail message to me, Dalaina Carmona. This is very important to have the current contacts for your association for developer and mail purposes. If you have any questions, please feel free to contact me at 924-3906.
New Office Procedure to ALL Unrecognized Neighborhood Associations, Homeowners Associations, and Coalitions: ONC requests that you need to submit a neighborhood meeting report yearly in order to stay on our N.A. list as a active association. If you have not submitted your associations amended bylaws, please send a copy to our office.

- A Reminder for Neighborhood Associations
It is a good policy to let your City Councilor know about your meetings. Send meeting notices or call, giving them advance notice, especially if you plan to invite them to participate.
- Is your City Councilor on your newsletter mailing list?
Send a copy to all your local elected officials. Also include our office on your mailing list. We are located in Suite 120 (basement level) of the Plaza del Sol building, 600 2nd St NW.
- Annual Reports for the month of January are due to the Office of Community and Neighborhood Coordination by April 1, February reports are due by May 1, March is due by June 1, etc. Just a reminder – we will need the original Annual Report and a copy of the announcement of your Annual Meeting before your Annual Report will be approved for the year.

- Please Let Us Know If Your Neighborhood’s Contacts Have Changed
During the month many departments that use our Neighborhood Association List notify us that the contacts have changed. The changes that we are aware of include (i.e., no longer contacts, mail returned from post office, wrong phone number, etc.). When we get such a notification a “Change of Contact” letter is sent to the last known contacts of the neighborhood association notifying them that changes have been brought to our attention and that updated contact information should be returned to our office within a two-week time frame. Up-to-date information on our monthly neighborhood association list is essential to make sure that all necessary information (i.e., developer, liquor inquiries, certified letters, newsletter) is sent to the neighborhood associations in a timely manner.
