Planning Efforts in District 5

Councilor Lewis has directed Council and Planning staff to work closely with property owners and residents of District 5 to prepare for future growth on the West Side. The intent is to guide high-quality, well-planned growth and encourage additional job-centers on the West Side to help improve the jobs/housing imbalance and reduce the number of trips across the river.

Paseo del Volcan, West Side Bypass Freeway

Paseo del Volcan is an essential long-range need for our region. Preparing for this road now will encourage good quality, well-planned development for the west side of the region in the future. This will open up the possibility of future employers and in turn address the jobs/housing imbalance and congestion. It’s time to move this project from the back burner to the front burner.

Library / Multi-generational Center / Pool Complex

Right now, West Side seniors have to drive across Paseo del Norte to reach the closest multigenerational center, and the nearest senior center is in the North Valley. The closest library, in Taylor Ranch, is overcrowded and the nearest indoor pool is south of I-40. Councilor Lewis took the first step in improving access to these important City services in summer 2016 by purchasing 16 acres of land on Cibola Loop, across the street from Cibola High School, for the purpose of building a library, multigenerational center, and pool complex. The entire Ellison/Coors Bypass area will be master-planned to create a welcoming gateway to Albuquerque’s West Side.

Paseo del Norte / I-25 Interchange Improvements

The Paseo del Norte and I-25 Interchange Improvements have been a high priority for the City of Albuquerque and the Metropolitan Area for many years. Councilor Lewis is pleased to announce that the long awaited construction began in the Fall of 2013. Traffic engineers and consultants will work to ensure that minimal disruption is experienced during the construction period. (Completed)

Volcano Heights Sector Development Plan

As part of a larger strategy to address the imbalance of jobs and housing on the City’s East and West Sides, the Volcano Heights Sector Development Plan provides opportunities for employment, regional retail, and higher-density housing options surrounding two of the most vital regional arterials on the West Side. Volcano Cliffs Sector Development Plan

On May 2nd, 2011 the City Council unanimously passed R-11-200, a Rank 3 plan that adopted new policies and zoning regulations for a 2,327-acre area atop the Northwest Mesa. (Adopted)

Volcano Trails Sector Development Plan

On August 15th, 2011 the City Council unanimously passed R-11-211, a Rank 3 plan that adopted new policies and zoning regulations for a 446-acre area held by Longford Homes. (Adopted)

Volcano Mesa Amendment to the West Side Strategic Plan

On February 23rd, 2011 the City Council unanimously passed R-10-177. The purpose of this Amendment to the Rank II West Side Strategic (Area) Plan is to provide policies in respect to Environment and Open Space, Transportation, and Land Use.  These policies will guide future development of the Volcano Mesa area.
