Measure Finance Committees
Measure Finance Committees are created in support of or opposition to a candidate or ballot measure. Reporting requirements on contributions and expenditures mirror those of candidates as outlined by the Election Code.
What is a Measure Finance Committee?
The Election Code creates and defines Measure Finance Committees ("MFC"). Specifically, a MFC is:
- a political committee or person or combination of people, including any individual, cooperative association, club, corporation, company, firm, partnership, joint venture syndicate, profit or nonprofit organization or other entity;
- acting jointly in support of or opposition to someone seeking an Albuquerque elected office or an issue for which Albuquerque voters will cast ballots; and
- the people or group have expended or raised over $250 for their purpose.

How do I register a MFC?
The Code requires that all MFCs register with the Office of the City Clerk. Election Code Section 6.
The Chairperson or Treasurer must register the MFC within five days of formation. All information regarding registration is available at the Office of the City Clerk, but in general consists of:
- Declaration of the MFC's purpose,
- Election reporting database training;
- Affirmation of an understanding of all applicable laws and regulations;
- Finance reporting as required by the Code Section 4(c)(G)(2).
