Campaign Finance Reporting

The Election Code and the Public Financing law both set out a detailed process that candidates and Measure Finance Committees must follow to report campaign contributions and expenditures. All candidates and Measure Finance Committees must electronically report their contributions and expenditures.

How to Electronically Report

Prior to filing their initial reports, all campaigns and committees must send a representative to the Office of the City Clerk to receive the mandatory training on the reporting system. Typically, the campaign or committee treasurer attends training, but candidates and other representatives are welcome to attend.  Individuals who have previously been trained for past campaigns are not exempt from training.

The Office of the City Clerk is now offering training for campaign finance reporting for the 2011 election.  Please contact Trina Casados at cityclerk@cabq.gov or 768-3030 to schedule an appointment for training.

Candidates seeking public financing or their representative must receive the training prior to filing their Declaration of Intent.  Privately financed candidates or their representative must receive training prior to the first campaign finance reporting deadline.

Reporting under the Code of Ethics

Pursuant to the Code of Ethics, Section 5, all Elected Officials file quarterly disclosure statements outlining all contributions and expenditures, as defined by the Election Code.  If the official did not raise or spend any campaign money, the statement is not required.  These reports are due to the City Clerk on January 15, April 15, July 15 and October 15.  The reports are filed in the City's reporting database.  As a courtesy to officials running for a federal office, the City Clerk permits the submission of the official's filed FEC reports.  Such reports are posted below.

Where to File and View Reports

The Albuquerque City Charter Article XIII Section 4(j) requires the City Clerk establish an electronic reporting data base.  The Campaign Reporting Data Base contains information and reports from past elections, the Quarterly Reports required of elected officials under the Code of Ethics (City Charter Article XII) and reports for the upcoming election.

Access to Filed Reports

To access filed campaign financing reports, view the Summary Audit Reports on the data base.  Follow the steps as outlined on the web page to find the report(s) you wish to review.  Please note that candidates and committees are listed alphabetically.  You will find candidates by their first name.  Please also note that a pop up box indicating "Your Report is Running" will appear between selections.  You you may select an alternate delivery method from the pop up box to run in the background of your computer.  The reports do take several seconds to compile, so please be patient while your information is extracted from the data base.

When selecting the reports, it is helpful to know the codes used by the program for the several different types of reports.

  • "S" indicates a summary report required by the Election Code
  • "Q" indicates a quarterly report required by the Code of Ethics for elected officials
  • "M" indicates Seed Money and In-Kind Contributions reported for public financing; and
  • "D" indicates daily reports as required by the Election Code.

Once the report is compiled, you may navigate page by page by using the prompts at the bottom left of the screen.

The first campaign reporting deadline is July 15, 2011.  The third quarter report under the Code of Ethics is also due on July 15, 2011.  The campaign report filed as the "S1" shall also act as the third quarter report for current councilors also filing an S1.

In lieu of a third quarter report, Councilor Dan Lewis has supplied his up to date FEC report, which is not available on the reporting database, but is available here.

Reporting Deadlines

All Campaigns and Measure Finance Committees must file reports by 12:00 p.m. (noon) on the deadlines outlined in the Election Code (Art. XIII Sec. 4(c)(2)).  For the 2011 Election those deadlines are:

  • Friday, July 15
  • Friday, August 12
  • Friday, September 9
  • Friday, September 23
  • Friday, September 30
  • Monday, October 3
  • Tuesday, October 11
  • Friday, November 18

All reports are filed electronically, but campaigns and committees must also submit a Campaign Financing Affidavit to the Office of the City Clerk by noon on the date of the deadline as well.

Publicly Financed Candidates

While Publicly Financed Candidates receive funds from the Open and Ethical Elections Fund, they must report all expenditures of those funds as well as their Seed Money and In-Kind Contributions.

Publicly Financed Candidates have two additional reporting deadlines for their Seed Money and In-Kind Contributions.  Applicant Candidates must file their first disclosure along with their Declaration of Intent.  The second disclosure is due on June 1, 2011 along with the candidate's final disclosure on qualifying contributions and Application for Qualification as a Participating Candidate.

Reporting Oversight

The City Clerk contracts with an independent Certified Public Accountant to act as the campaign financing auditor.  The auditor reviews all finance disclosures and reports errors, emissions and any other issues discovered within the reports to the Office of the City Clerk.  The Board of Ethics is also involved in oversight of election-related matters, including campaign finance reporting.
