Final 2010 Regional Sulfur Dioxide (SO2) Emissions and Milestone Report

The final 2010 Regional SO2 Emissions and Milestone report is available at http://www.wrapair2.org/reghaze.aspx Leaving www.cabq.gov, click for disclaimer and compares the 2008-2010 sulfur dioxide emissions with the 2010 milestone for Albuquerque-Bernalillo County and the three 309 states currently participating in the Western Emissions Backstop (WEB) Trading Program.  The final report shows that total adjusted emissions of SO2 from large industrial sources in the three states and Albuquerque-Bernalillo County in 2010 were 131,124 tons, which was lower than the 2009 adjusted emissions total of 143,704 tons.  The average of 2008, 2009, and 2010 adjusted emissions is 146,808 tons, which is well below the 2010 regional SO2 milestone of 200,722 tons under the revised plans.  Only stationary sources emitting greater than or equal to 100 tons per year of sulfur dioxide are included in the program.  At this time, there are no sources within Bernalillo County that produce 100 tons per year of SO2, however the City of Albuquerque continues to be involved in this program.

Final WRAP SO2 Milestone Tracking Process Audit 2011 Review

During the pre-trigger phase of the SO2 trading program, when the City of Albuquerque’s Environmental Health Department (Air Quality Division) is tracking compliance with the regional SO2 milestones, the Department shall work cooperatively with the participating states and tribes to ensure that an independent audit of the tracking database is conducted to ensure that the WRAP is accurately compiling the regional emissions report.  The first audit concluded in 2006 and reviewed data collected during the first two years of the program (2003-2004).  This audit was completed by E.H. Pechan & Associates, Inc. and a final report was issued in October 2007 (Pechan Report No. 07.02.002/9456.002).  The second audit was scheduled for 2011, covering emissions years 2005-2009.  However, the 2006 audit did not find any significant problems, and the Section 309 States have not made significant changes to their inventory procedures, therefore the Section 309 States have determined that the 2006 report is adequate to satisfy the 2011 audit requirement.  The Final Audit Report is available at http://www.wrapair2.org/reghaze.aspx Leaving www.cabq.gov, click for disclaimer .  A subsequent audit shall occur in 2016, which shall cover emissions years 2010-2014.

Regional Haze State Implementation Plan

This document presents technical information to support the Albuquerque-Bernalillo County Air Quality Control Board’s (AQCB) approval of this document as the Regional Haze element of the State Implementation Plan (SIP) for Bernalillo County, New Mexico. The AQCB proposes the following action: Approval of the report Section 309 State Implementation Plan Element to Address Requirements of the final Regional Haze Rule.

Interstate Transport SIP

This document is a revision to the New Mexico State Implementation Plan for Air Quality (SIP) to address interstate transport of air pollution under CAA Section 110(a)(2)(D)(i). It contains a demonstration showing that New Mexico (including Bernalillo County) does not significantly contribute to interstate transport of pollutants that impact nonattainment in, or interfere with maintenance by, any other state with respect to the 8-hour ozone and PM2.5 NAAQS and demonstrates that Bernalillo County meets the required prevention of significant deterioration of air quality and protection of visibility provisions of the law.
